An Underpinning is the basis for a particular organization's authority. It constitutes the basic lines of resistance to which the leadership may lean in order to construct their effective strategies and policies. It is the institutional mechanism, or the internal rationale for leadership actions, that makes an action effective, lawful or not, acceptable or unacceptable, and so on. What I mean by an Underpinning is a solid foundation or concrete and easy way to support other people's actions and to realize goals. The challenge of building and securing a Underpinning are a key element in any leadership toolkit. Whenever there is a struggle between competing groups or between competing businesses, you have a group that is trying to fulfill the objectives set out by the government or a certain government department.
